Enel Green Power’s partner ESA has issued a non-competitive Call for Proposals for a feasibility study offering up to 500K Euro zero-equity funding to provide the preparatory framework to identify, analyse and define new potentially sustainable services, and a demonstration project with offers made after case assessments and zero-equity funding dedicated to the implementation and demonstration of pre-operational services.

THE CURRENT SITUATION
The energy sector is undergoing transformation driven by the integration of maturing digital technologies such as Internet of Things (IoT), artificial intelligence (AI), blockchain,
augmented reality (AR), and virtual reality (VR). This call encourages innovative space-based solutions that integrate these tools enabling more efficient, sustainable, and resilient energy systems.
THE CHALLENGE
To drive the advancements required to support the growing demand for advanced digital and communications technologies in the energy sector, and to meet the data-intensive needs of IoT networks and real-time analytics, the call emphasises the importance of robust communication infrastructures, notably 5G and satellite communications.
SOLUTION REQUIREMENTS
This call leverages the capabilities of the ESA 5G/6G Hub and the strengths of space-based assets to support the energy sector's shift toward a sustainable, efficient, and resilient future. Proposed solutions may address areas such as smart grid management, demand response, energy storage optimisation, predictive maintenance, and the integration of renewable resources. However, bidders are encouraged to propose additional services not listed below:
· To prevent energy grid congestion, smart grids leverage real-time data and predictive analytics for dynamic load balancing, reducing the risks of thermal overloads and blackouts. Digital twins and hybrid terrestrial-satellite 5G networks enhance monitoring and optimise energy flow, even in remote areas.
· To balance supply and demand, AI-driven demand response systems use 5G for instant reactions to utility signals, reducing grid strain and costs. Energy storage solutions rely on real-time data and digital twins to optimise storage operations and predict energy flow needs.
· To enhance grid observability, IoT sensors and satellite communications provide detailed measurements of energy networks, supporting predictive maintenance to anticipate failures and reduce downtime. Digital twins and AR/VR technologies facilitate more efficient maintenance processes.
· To optimise the construction of renewable energy plants, satellite imagery and 3D modelling plan routes for transporting large components, reducing risks. Autonomous drones and robots improve inspections by collecting visual and ultrasonic data, enhancing safety and efficiency.
· To manage renewable energy integration, AI and machine learning analyse real-time data to forecast and balance energy supply. Hybrid terrestrial-satellite 5G networks and edge computing provide immediate insights, ensuring efficient use of renewable resources and grid stability.
VALUE OF SPACE
· Satellite Communication (SatCom) enables reliable connectivity in areas lacking terrestrial networks, supporting remote IoT sensor data transmission and facilitating hybrid network setups with 5G.
· Internet of Things (IoT) enhances grid monitoring, optimising energy flow, load balancing, and asset management by providing real-time data critical for maintaining grid stability and sustainability.
· Satellite Earth Observation (SatEO) data complements IoT by offering environmental insights and long-term analysis, crucial for monitoring infrastructure and predicting renewable energy performance.
· Global Navigation Satellite Systems (GNSS) provides accurate positioning and timing essential for autonomous systems like drones, aiding in maintenance and inspection tasks.
· AI and Machine Learning (ML) improve grid resilience by enabling predictive maintenance, dynamic load balancing, and demand forecasting, supporting data-driven energy management.
· Digital twins integrate IoT and SatEO data, creating virtual models of assets for real-time monitoring and decision-making.
· Augmented Reality / Virtual Reality (AR/VR) tools can overlay real-time data on digital maps, offering enhanced visualisation of grid conditions and aiding in preventive measures.
DELIVERABLES
The feasibility study will provide the preparatory framework to identify, analyse and define new potentially sustainable services. The demonstration project is dedicated to the implementation and demonstration of pre-operational services. The feasibility study shall eventually aim at proposing demonstration project(s) to be performed consecutively to the study – potentially as ESA co-funded Demonstration Project within the Business Applications - Space Solutions Programme.

ELIGIBILITY
This opportunity is open to companies that intend to develop space-enabled services and products related, but not restricted, to the topics of relevance outlined above. To be eligible for funding, your team must be based in one of the following countries: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Hungary, Ireland, Italy, Lithuania, Luxembourg, Norway, Poland, Portugal, Romania, Slovenia, Sweden, Switzerland and United Kingdom. Teams can involve non-European entities, but their contribution to the activity cannot be funded by ESA. Authorisation of Funding letters from the corresponding National Delegations are required as part of the application.
ESA TENDER INFORMATION
Responding to a
non-competitive Call for Proposal (CfP) requires the submission of an Activity Pitch Questionnaire (APQ). The pitch will be evaluated according to ESA regulations and procedures. Teams whose pitches are positively evaluated will be invited to prepare an Outline Proposal and then a Full Proposal. Teams must obtain a Letter of Authorisation from their respective National Delegation before submitting a Full Proposal. The proposals will be admitted until May 2nd, 2025 at 13:00 (local time in Amsterdam) and ESA will start the evaluation after this date.
